Q: How many lumens/lux does this give?

I could not find the information on the box or product literature. So, I downloaded the "Lux Light Meter" app to my S23 phone. At a height of fifteen inches, I turned the grow light to maximum intensity. I measured 270 lux on the white setting, 165 lux for blue, and 138 lux for red. I doubt the S23 camera has a flat response across the whole color band.

Q: Would these be good for a couple of small snake plants?

A small dwarf mother-in-law longue plant, snake plant, will benefit from a Kullsiness grow light. The consideration is the size. The grow light I have is on a 26-inch (max) stand. I understand a snake plant can grow well beyond 26 inches.
