Q: Has this got quite a heavy base?

If you look closely at picture of stand you will see that the white base is approx 20 x 10 centimeters or 8 x 4 inches (in old money) and looks like a shallow tray. It is certainly sufficiently heavy and stable to support a full load of long, large and relatively heavy chains and necklaces.
