Q: does this allow the door to open to 180 degrees?

Yes but that's about as far as it will go.

Q: Does the door closer have a damping mechanism so the door doesn't slam shut but closes slowly?

I am afraid not but the spring tension can be adjusted by rotating the door jamb plate anticlockwise before installation to help prevent the door from slamming shut.Trial & error prevails. PC

Q: is diameter of the barrel 12mm., and the plates 26.5mm.x 40mm?

Yale P-YSMDC-PC, SKU YALPYCJDCEB , MPN P-YCJDC-EB The plate dimensions are 26mm wide x 50mm long. The barrel is 25mm diameter x 138 mm long. Drill 26mm dia to depth of 150 mm to fit.

Q: Does this meet current fire regulation for internal doors?

I fitted this Yale door closer to a non Fire Door but if it helps, a company called Perko manufacture concealed door closers that conforms to the current Fire Regulations. Expensive but has a 10 year guarantee. Certifire Approved CF370 CE marked Complies to BS EN 1154:1997 Fire Rating FD30 and FD60 when fitted with intumescent acrylic adhesive Vandal resistant due to closer being concealed in the door Suitable for both left and right hand doors Suitable for both latched and unlatched installations with adjustable latching action Remains concealed when the door is closed and is minimally visible during opening Suitable for use on Single Action doors Unit should be fitted by a competent joiner/craftsman Door closers allow 105° opening Adjustable closing speed Closing strength power size 3 Suitable for doors weighing up to 80kg and measuring up to 950mm wide Can be used with various door configurations Endurance tested to 500,000 closing cycles Conforms to DDA standards BS8300
