Yes, it will remember the brightness you set. If you unplug it and plug it in, it will come on with a default level.

Q: Can i plug this into a shaver socket?

It has a uk standard 3 pin plug so I would say not unless using an adapter

Q: is the light frosted?

It is opaque , the light is bright enough to see in a hall way . I use one in the bathroom plugged into shaver socket with a travel plug . It gives enough light to see without having to turn on the ceiling light as this causes the extractor fan to turn which is noisy in middle of night
