Q: so the pants are wildland fire certified?

The Wildland Pant is Certified to NFPA 19777.0zo Omniweave 680 fabric blend protects from flash fire and heat

Q: What size would be 34-38 short? Is it medium short??

I normally wear 35 or 36 short. These pants are usually worn over your regular jeans so I bought large. They really are a bit to big and long so probably the medium short would be better. Depends on whether you want some extra roominess for coverage, ventilation and flexibility or a less bulky fit.

Q: What size would be best for 38x30?

Size 38 is the high end of Medium and the low end of Large. We have either regular length or long length options.
