What is the difference between 700x25 and 700x25mm?

The "25" is the same as "25mm", which is the width of the tire. No difference.

My previous tires say 700x26c. Will the 700x28c fit?

If you have some clearance between the tires you have on now and the brake calipers, they will fit fine. I went from a 700x25c to 28's without issue. The larger tire rides much better too.
