my home office is on the porch off my deck, could I walk outside with no call quality loss?

No! I cannot walk down the stairs without the phone disconnecting. I have to stay within 15' or I lose connection. I definitely can't go outside.

Is this compatible for cordless phones?

It can connect to two devices at the same time ( 2 cellphones, one pc with a cellphone ect.) If your cordless phone supports Bluetooth then you should be good.

is the usb doggle included?

Yes. It is, and quite cleverly stored in the small bag for the headset behind a zippered pouch. As an FYI, even if you 'can' get the headset to pair with either PC or Mac, it is recommended to use the USB dongle as increases functionality (advanced features). However, if you have MacBook or no USB port, it works very well BT direct.
