Q: Is this a rinse-out type of conditioner, or a leave-in?

Rinse out. There is a leave in for it's a 10 that is awesome as well. I have really thick hair and I only need to leave the conditioner in a few moments after distributing it evenly.

They do offer a leave in but this one you rinse out

Yes. I've been using it for several years for my chlorinated hair because I swim so much. It should be fine for natural and treated blonde hair.
