The wings face down along my cats ribcage, is there something I’m doing wrong?

No. The velcro has enough space on it so you can make it as loose or right as you want to.

Will it fit a five week old kitten?

The velcro strip can provide some adjustment room but it would still be a bit big for a 5 week old. You would end up with the wings under your kitten.

Gets very used fast after washing!Won’t work?

I still have mines, well gave both bat wings to a friend. Not sure if you used the washer or hand washed, but I hand washed them because of the Velcro part.
