File a claim with the county clerk, then and buy a shotgun and frying pan.

Q: could this pan be used as a general camp pan / fry pan? no gold near me, but it looks like it would lash to a pack well for backpack cooking.

Q: how do you stop steel gold pan from rusting from the start

Rust won't hurt your gold, unless you've rusted a hole in the pan. The best remedy is to use your pan more often, the process of panning will help abrade rust from the pan.

There's nothing wrong, it's just made of raw carbon steel like the originals were. Mine developed rust quite quickly as well, I just gave it a light scrubbing with steel wool before I used it. After a few cycles of that it'll develop a nice patina.
