Q: Can't this be sprayed on rubber?

Probably depends on the rubber but I’ve cleaned brake pads with it sprayed on kitchen roll. Evaporates quickly so no residue.

Q: Can this be used on car brake discs with rust?

Only used for the motorcycle personally, don't think it would be suitable tbh. I hear 'CRC Brakleen Brake Cleaner' is good for cars.

Q: Can I use this to clean the disc bobbins

Use this all the time can be sprayed all over the disc, then a clean cloth to wipe of any excess and dirt.

Q: Can this be used for cycle discs?

Probably but why you want to use industrial strength cleaners on a push bike i dont understand. This is meant more for degreasing and clearing out brake dust on motorbike calipers which are much bigger and have more gunk then push bike discs. Youd be better off using hot soap and a hose jet to clean push bike imo, I've never had to use this kinda product on my push bikes disks, normally hot water and soap/something like muckoffs biodegrable degreasers do the trick if you leave them 10min to do their job c:

Disc brake squeal is not necessary

This product Muc off brake cleaner is fantastic. After changing my road bike front brake pads (not disc) my front brakes squealled dreadfully. I brought this product removed disc and pads and sprayed and cleaned until no further dirt was apparent on the cloth. Put disc back on and then put pads back, no more squealing perfect product

The can feels nice and heavy and solid. Presentation is very good. The whole thing feels really good quality before you even spay it on your brakes. Used this on my MTB that had been having issues with a squeal and brake vibration on the back disc. I removed the old pads and gave the disc a good spray and sprayed inside the caliper. I gave it a good wipe off with a microfiber cloth before giving another blast and letting it evaporate. I fitted new pads and now everything is like new again. I'll be using it regularly now to keep things clean and squeal free.
