Unlike a pull bar you use a mallet with, this tool relies on the pressure from using the wall instead of your personal power. The tool does all the work. I really like this tool. The only time it is hard to use in when the framing of a house is crappy. Hope this helps.

Q: Can this tool be used to bring a fully installed laminate plank floating floor back into place? We have gaps due to poor installation.

If it is truly floating, and not nailed or glued down, maybe. The tool provides a lot of horizontal pressure from a fixed object or wall to help tongue and groove boards to have a flush seam. But very warped boards will need to be replaced. This tool will not work with click together boards.

Q: Is it for hardwood flooring or for laminate?

I expect it could be used for both, I used it for hardwood and it worked well. If you use it for thinner laminate, you may need to use a piece of scrap under the jack to increase the thickness and keep it parallel to the flooring.
