Q: Will the clamp fit on a desk with a 1 inch lip?

The product specification says the working height (clamp maximum height) is 2.36 inch. I measured the clamp and the depth is about 1 and a quarter inch. I guess it will hold onto your 1 inch lip desk. Don't you think?

Q: Is it possible to have this left in the on state all the time, so i can control it with a alexa plug?

Q: can I attach it to a shelf about 6" above my desk, essentially bending it the opposite way (or assemble it backwards) so it hangs above my desk?

Out straight, it's about 34 to 36 inches tall. The flex section (top 12"±) will bend forward or backward. Since your desk is only 6" below, you could mount it to the front edge of the shelf and bend it backward, or mount it to the back edge of the shelf and bend it forward.
