No, you still need a power supply to power the Pi. The fan module plugs into the pi so only one power source needed

In all honesty I just use one of these: https://www.amazon.co.uk/dp/B07QXJN6H1/ref=cm_sw_r_apan_i_5RR2E82RYB6S2WWMFJZX?_encoding=UTF8&psc=1 I've had my eye on something more industrial but so far haven't found the need, I power 6 rpi's, 4 x rpi4, 2x rpi3, no issues
