Q: they give measurments of 17x14x13 but dont tell you what if height and width, ???

height =13 inches/length=17(front to back)and width is 14 inches for stair

Q: good for a dachshund?

our mini dachshund can't use it, she can put her front feet on the bottom step but can not reach the next step.

Q: is it high enough for a sleigh bed

I'm not sure. My cat still has to make a 12" jump from the top step onto my non-sleigh bed (approx. 30" tall) so I imagine, the same would hold true with a sleigh bed?

It is not 17 " anything. It is 12" high and 14 " wide. Before you buy one MAKE SURE your pet will use it. That it is used to stairs. My dogs STILL won't use it!
