They only come in roughly 6" segments, but you just snap them together and make any length you want.

Will this slip into a 1 inch pvc using pvc cement

It wouldn't fit, it's designed to slip over segments of the loc-line only. You can get this part B001EHJO1Y and that would convert the tube into a 3/4" thread. Then you can work plumbing from that point, but to get to 1" you would need 3/4 to 1" adaptor and go from there.

Loc Line measures by interior diameter so with this piece, the ID is 3/4"

can you assemble these without the special made pliers?

You can. The pliers make it easier to put them together, but it can be done manually with some effort.
