Q: Can you use this to cook with?

I would only cook with items that are made for it! This is a tray normally used in the doctor's office for holding medical/devices and instruments

Q: Please tell me the inner measurements of both sizes of this tray.

The inside or flat part of the tray measures 17.5 inches X 11 inches

Q: Is there a lip around the edge of the tray to fit into a mayo stand? Also where is it measured from?

THERE IS A LIP AROUND THE EDGE OF THE TRAY. 19" L x 12 ½" W x 5/8"H

Q: Will magnets stick to this?

I can't tell which trays I have gotten from where at this point, but I don't believe any of mine will attract a magnet. (The couple I tried did not).
