Hi, is this blush"hint" a matt or does it have a pearl- essence finish to it? (Please only answer if you have personal experience with this shade)thx!

It is NOT matte. It is pearly/frosty. It goes on my hlighter than it looks.

Can this be used as blush for fair skin?

Yes but start with a very small amount. The way I apply it is I swipe my brush over pressed powder first and then over the blush , then apply it to face. If you are very fair skinned the color Tea Rose might be better for you. I have both colors and love them both.
