My toilet seat measures 14 x 13 will it fit

If your toilet seat is standard then it will fit. I didn't measure my seat, but it fits perfectly. Hope that helps!

Will this fit an elongated toilet seat?

It’s not the shape of the toilet seat that matters but the shape of the base of the toilet where it meets the floor. The notch in the pad is somewhat square. So if you have a very rounded toilet base there will be a gap. Ours doesn’t fit our toilet perfectly but we love it anyway.

Does the toilet seat itself stay up when lifted up?

Mine stay up, and the seat cover grip stays secure and in place whether up or down.

No memory foam. Not as described.

I agreed to take a different colour, as the one I requested was out, but the item that came was worth about £8, not the £49 charged. First time purchasing through Amazon that I feel I have been defrauded of my money. There is clearly no memory foam in this product and the grip is nothing special. As a basic toilet seat cover it is fine, but nowhere near the £49 charged.
