Q: Is this a mylar sheet which has a sticky sheet that peels away from the mylar and you iron over with sticky side down and crystals underneath?

Yes that's exactly what it is...I use it when making my rhinestone heat transfers. I can store my designs securely with both pieces & when I'm ready to use just peel off the non sticky part, place sticky side face down on garment. The rhinestone crystals will be facing you underneath the sticky sheet & just heatpress or iron.

Q: Can I use this for patterned heat transfer vinyl?

yes. Its two part. The white is rough and the clear film is your transfer layer that you would lay on your stones and then hot press on that.

Q: Can you use the Circut Machine to cut it ? Like to make your own design ?

All Cricut cutting machines are designed to cut heat transfer vinyl wonderfully. Follow setup instructions for this type.
