I purchased this soap many months ago and cannot remember if it was sealed. I think it was. In any event, it arrived promptly; did not leak in shipment; and is a very good antibacterial soap that I recommend

I don't know when you bought yours, but I bought mine a while back, and it was fine, absolutely no problem. So, I would think that it must be something wrong with the batch that yours came from.
