Q: does it come with threat trackers?

No. Only the Core Set comes with Threat Trackers and cardboard Tokens. So if you are trying to play 3-4 player you will need another Core Set or you can just use pencil and paper to track the additional players' threats.

Q: Does this require 2 copies to play up to 4 players like the core game does?

The short answer is no. The long answer is that having two copies of the core game is not really a requirement to play the game with up to four players. The reason you "need" two copies of the core game is to have enough threat dials and tokens for four players, but all you really need is enough cards for fours players, which one core set provides. Four players will be able to play this expansion with just one copy because the only difference between one copy and two copies is that you will have more "player cards" (i.e., cards for the players to put in their decks). The scenario and treachery cards in one expansion are all that you will need for four players to "play" this expansion (assuming you have at least one core set).
