The container I received does not have the plastic seal on the inside of the lid. Could this container be refilled with another product?

I am in manufacturing and know for sure that this product is now being manufactured by someone else rather than the manufacturer that was doing it for years . It has to be the same formula just minor things might change due to machinery . also the seal has to do with machinery if the equipment that’s running the product does t have a sealer there not gonna come with the seal . It’s a 10 was being manufactured right in Miami .
