Q: Can this rip out tile as well?

If you are talking ceramic tile, there are much better options. There is an adapter for ceramic but machine really does not have the power for that. This machine is designed for vct tile, sheet vinyl, adhesive removal.

Q: Will this remove the mastic used to glue outdoor carpet to concrete?

It would, but it's not really what it's made for. The best way to get carpet glue up, is too wet it, let it sit overnight, and use a 4 inch scraper on it. A 4 inch hand scraper will take the wet glue off like butter.
