No, the hands and numbers are not luminous

The bezel rotates by turning it to the right manually. Yes, the slide rule is functional.

Q: Does the chronograph seconds hand tick or sweep?

There is no second hand. When using the Chronograph, you will see that the second hand ticks. But there is no second hand when not using the Chronograph. Two sub-dials for 24 hr and chronograph. Most watches with only two sub-dials, DO NOT HAVE A SECOND HAND! I hope this helps!
