As Neal has mentioned, yes. The Blade 15 ships with a camera installed.

Q: For the 2070 max-q version, is the 144hz screen 3ms or 5ms response time?

3ms I would advise base model and add 32 Gb ram and new SSD. It has an extra spot for SSD

Q: does it have an extra slot of a m2 and also a hdd?.

It has two m2 slots, one of which is already used w/ the 500gb drive it comes with. There are NO slots for any 2.5inch SSD or HDD drives.

Q: It is posible to order it with spanish keyboard?

I don't think Razer has other keyboard layouts than English. I added the Spanish keyboard in ''Windows Language Preferences'' for whenever I need to use Ñ
