What are the dimensions (not including handles)? Listing says 7" x 13.5" but that seems outrageously small considering my current ones are 17" x 12".

I’m sorry, I can’t give you the exact dimensions, but that does sound about right. They are small, I don’t like them at all. The handles are as big as the bag itself. I will use them because I have them but I will not repurchase.

How do you get these bags to open so they can be used? I cannot figure it out, wasting a lot of my time.

When using, do you just hold the bag with one hand while scooping with the other? Cause that's sounds risky & potentially very messy?

I do just use one hand to grasp one handle. You can even set the bag on the ground if you need more stability. The opening is wide enough to get your scoop in without getting poop on your hands. They are durable too, so there's no breakthrough or fallout.
