The seat is adjustable. When you put it together you adjust the seat in a way so you don't hit it when using it as an elliptical but still can use it in the bike seated position.

Is there somewhere to put your phone/tablet?

A phone yes, on its side. However the holder doesn't have any sides, so eventually your motion we cause it to slide out and fall on the floor. You might be able to rig something to prevent this. Same issue with a tablet, but another problem with a tablet is its size will block the machine's screen.

Do pedals go in a circle for bike?

Hello, the pedals do rotate in circles.

Can you sit and pedal with your feet and use the long handle bars for your arms working out at the same time?

Depends on your reach capability! I am 5'4" and can reach the handle bar, but note the pedal is not a complete circular rotation like a bicycle, basically the pedal makes an oblong motion, so you're like pushing the pedal forward & bakward motion
