Here's how I understand the law. What is illegal in California is to public carry any type of pepper PROJECTILE device. In contrast, any manner of "SPRAY" devices are legal to carry. Regarding projectiles, the manner of delivery is irrelevant. If the device shoots projectiles, those are illegal. That means if your device uses high pressure air (HPA), CO₂, springs, air, or other means to propel pepper projectiles, those are illegal in California to public carry. Bottom line: The Kimber Pepper Blaster is illegal in California. Bonus Comment: This should not bother you because IMO pepper spray or projectiles are NOT an effective defense in or outside the home. There's too many ways using pepper can go wrong, and stats show pepper rarely stops a determined perp. The better self-defense device is any number of the KINETIC launchers/markers now for sale. California has no restrictions on those, and a well-placed round .50 or .68 caliber ball propelled at 350 feet per second + is going to deter a perp.

The charges are not a spray like pepper spray in a can. The charge works like an air bag in a car, via a small explosive charge that deploys the pepper based liquid.
