Are you able to take off the wing and roof off of the turbo version so it’s the targa or do you have to choose to build the turbo or targa?

I made a it have the turbo motor, trunk, body and a targa roof. I assume the opposite is doable and way easier since fewer pieces.

Approximately 10 inches long by 7 or 8 inches wide 5 or 6 in height

Could I put lego characters in the seats?

Yes there is plenty of room to put a Lego minifig. Its not to scale though but a minifig will fit.
