This product says it's 35.2 oz and to use 2.5 oz per gal. So that's about 14 gal total. Why does the purple label say ''makes up to 23 Gallons'' ?

2.5 oz per gallon of water is the standard, recommended mix. A couple of lines down on the mixing instructions, it says you can use 1.5 oz per gallon for "weed seedlings", hence their "marketing mathematics!

Does this kill humans as well as weeds?

You can add in a cup of bleach per gallon and it will cut through the wax on the poison ivy. The same is true other plants with waxy coatings.
