Yes you need to add buttermilk to this version. When you see the yellow "Buttermilk Recipe" on the front, that means you need to add buttermilk. You can get a different version of Hidden Valley Ranch that doesn't require buttermilk, but it's not as good in our opinion.

I used milk (not buttermilk) and mayo (I didn’t realize it was the buttermilk variety- I usually buy original), is that why it turned out so watery??

This is normally watery even with buttermilk. I use 1/2 cup buttermilk, 1/2 cup of light sour cream and 1 cup of mayonnaise.
