Can it be used to sharpen hair cut blades?

The included blade guide won’t work, but if you have a steady hand, or buy an aftermarket blade guide, it does. I used this on my beard scissors. Worked great

Can I use this corundum stone to rub sandal wood to make a fine paste?

These stones will grind steel to a fine paste, albeit not very much. Rubbing sandalwood into the pores would be silly and destructive. Get some blocks of plywood to fit 1/4 of a sheet of sandpaper, buy wet dry in many grits, spray glue the sandpaper to the blocks, see what works.

How much do you really need the repair stone?

I use to smooth the stone after most uses. It works great and is a handy item to have.

Can this be used to sharpen my dog grooming blades?

If the blades can be oriented to the needed angles then yes.
