"Where" do you measure from...top of scoop or at the measuring line?

I fill to the top. there is no measure to line on them .

I don't know where it was made, but I returned as they were all broken. I read the reviews afterwards and seems this was a common problem.

How heavy is what? This an 8 pc set and it is ceramic.
