Do they shrink capsules fit screw cap bottles?

Odd question, why would you want to shrink wrap an opened metal cap bottle. If the outside diameter is about the same as a regular wine bottle, then they should work. But if the screw cap is allot wider of a circumference then a regular wine bottle, then I wouldn't try it. I've always used them with a corker without any issues.

Will these fit a larger vodka style bottle? I’m not sure how to measure for these.

They will fit a standard wine bottle - compare a wine bottle to your vodka bottle. I used tasting corks under the shrink wrappers and gave an extra one out with each bottle.

Will they fit 4oz woozy bottles?

These are made from regular 750 ml bottles. Compare a normal size bottle neck with a 4 oz woozy up close and see if you think they are the same. I couldn't imagine the woozy bottle being much smaller so it probably would work.

Are there tear-off tabs on these shrink caps?

Not like a twist off. Theres a small tab you pull that cuts the shrink wrap off the bottle.
