This seat will fit any standard bicycle tube as long as your bike. Weather in tilts or not has the standard tube it will fit.

Q: Does it fit Proform 500 spx?

I installed this on a mountain bike with the frame rail mount, unsure of a pro form 500.

Q: Will this fit the Schwinn IC4 exercise bike?

I would say yes can't imagine why this would not be a standard fit

Q: Is there a way to tighten the seat tilt position in one place? The seat is great but tilts up and down on its own.

I tightened my seat cushion until it was fairly tight. I got on the seat and adjusted the tilt until it was comfortable riding and then I used a ratchet to tighten the seat until it would not move. No turning and no squeaks. Been riding the seat for about 4 months no issues.
