Would this working for making clip on sunglasses?

These do not protect against UV. They just filter visible light so I would say no.

Could this product be used to dim a bright car computer screen?

Yes. I did that to dim the screen on my treadmill. I made a stack of the needed filters and used Scotch Tape to attach it to the screen. It is not the prettiest installation but my eyes like it. (I spent many years working at Kodak in darkrooms, and so my eyes do not like bright lights). If it is a newer car I would consider finding someone to make you a nice stack of filters to fit your specific needs.
