Absolutely yes. Your tire diameter based on the size is (305 x .35 x 2)/25.4 + 18 = 26.4" My tires are 28.5" and they fit with plenty of room to spare.

Are the handles strong enough to hang the tire/tote from the wall?

They are strong enough to carry by the handle alone. The velcro and nylon webbing should stand up to constant pressure. I havent stored them that way nor personally would I because I wouldn't want then distorting over time but if space is and issue it should be possible. Just make sure you have good contact with the Velcro and the tire is secured very tightly in the bag beforehand.

Are you supposed to use 1 (front) or 2 (front and back) per tire?

EITHER, your choice. USE ONE = Use ONE to protect just the front or shiny, showy, air valve (usually) side of your rim/wheel. USE TWO = Use two, one on each side, front and back, of the rim/wheel to protect it from being nicked, getting dusty, some vermin/pests (wasp nests?) etc. AND to protect everything else from being marked, damaged, etc. by the tire/wheel combo. Remember, you still need tire "bags/covers/wraps" to go with the felts.

Will these fit P265/65R17 ?

Yes, one size fits all. They fasten with Velcro so you can snug down on any size tire except gigantic truck tires.
