can this be used for 18 month old?

Probably no. My grandson is 2 and can barely reach the pedals at the bottom of their cycle. Unless the 18 month old is long legged, he won't be comfortable on it.

My 2 year old is only 31", would she be able to reach the pedals on this bike?

My son was 2 and about 33" when I got this for him but his height is in the torso not the legs. He was able to reach with the seat all the way down but if he made a turn his foot on the pedal to the outside was a bit too short and he would lose his footing. It slowed him down a little bit but it really wasn't long before he out grew the small draw back. He still loved it. Now he is 3 and rides like a race car.

Would this be too small for a 3 year old girl around 36"?

No, it's big enough my son is 2.5yrs old 39in and fits perfectly with a lot more room left for him to grow.

Would this work on an asphalt track? Even if it was damp? Suitable for a 4 year old?

I think it would work on asphalt in any condition since it has rubber tires but it would be small for a 4 yr old or would be outgrown too quickly.
