Q: Would this stuff work for a leak in a plastic pond liner? It has several cracks.

not even a little, it might work with conjunction with a patch but just applied to a crack or hole otherwise, the answer either way is no.

Q: Any suggestion for faster drying?

Try using a box fan or similar.
