Q: States it's archival quality, but doesn't mention if it's pH neutral or acid free like the ones in quart and smaller bottles...what's the difference?

Archival usually implies acid free which is another term for ph neutral. I can’t imagine something labeled as archival if it wasn’t, but I guess you never know. I use for picture frames.

I use it for book binding, and I've seen many tutorials that use PVA.

Q: Can it be used on silk

It could be used on silk, but may affect the look of it.

Q: Can this be use to dilute acrylic paints for pouring?

Both acrylic and PVA are water based. If you dilute acrylic with PVA, the result will be "thin" paint.
