Yes! If I discover it's run down, I put it on the charger and once the charge is underway, you can turn it on. But it does not take long at all to reach full-charge!

You don't need to keep this plugged in all the time. Once charged it will run on its own for several hours, depending how long you have used it. So if it has been charged before the outage it will run for a time. Cannot be certain of the time. Depends on individual user.

Q: can this be used when not plugged in?

Yes. Just charge it and go. Plug in only when needs charging.
