Q: Is the "Non Stick" coating teflon based?

No, the steel is just steel. Like a cast iron skillet you season the steel with oil and that gives it the non-stick coating. Teflon would not be able to handle the higher heats used to cook pizza. Just scrape off anything that sticks and the next preheat will sanitize the surface.

Q: Instructions say to lightly coat the cooking side with vegetable oil. Which side is the cooking side?

You can cook on either side, so I coat both with oil.
