Q: Is the black mounting ring included as shown in the picture?

The outer ring is not included, but there is a black ring base in the back of the light.

Q: Can all 4 red lights be used for driving (dim), brake/stop (bright) and turn signals (flash) combined?

Maybe you can, but when you are using the brakes for example it will not flash if you use it like turn signal.
