It definitely charges a smart phone. It will also charges my MacBook which charges via USB-C. If you have a plug in charger you would have to have an adapter.

How long does it take to fully charge or recharge?

After 7 hours of use it takes 2 hours to charge from a wall outlet. Haven’t tried using a 12 volt plug-in.
