What type of metal are they made from?

These SONGMICS shelves are made from carbon steel.

I brought couple of them and I am not able to install one of the leg. The screws that provided are simply pass through. Can any one has this issue?

It must have been a defective part. Mine went together fine. Maybe they can send you some new screws or a new leg. Whichever would rectify the situation.

If one shelf is smaller than the other but they're stacked, do the screw holes line up to secure? Is the stacking staggered (small/large)?

The size difference is very small. The smaller shelf goes on top of the bigger one, and you can screw them together. You have to screw the top shelf's legs to the top of the bottom shelf. The connecting screws also hold the legs of the bottom shelf. They fit very well, and I had no issues screwing them together. I have two of them, and I completely love them.
