Is the bottom of the bowl flat enough to be used without the pedestal? Where does the cord exit the bowl, bottom center or over the top of the bowl?

Up through the bowl. It isn't flat enough to be used without the pedestal. The cord comes down the pedestal and out the bottom.

what is the diameter of the base?

Diameter is 20 inches. Trick to great water flow all around is to completely level it and fill it full of water. The more water, the higher the pump will push it

Can the pump filter debri? I would like to use for my cockatiels in their aviary. So I’m not sure if it would get clogged from feathers or poop???

No, very small pump with no filter...BUT, you can easily wrap a piece of coarse foam or aquarium filtration material around it. Just don't make it very thick, there's not a lot of room to work with.

Has anyone bought a better pump for this? I wanted to return it but would like to avoid the hassle if possible.

Nope, I just keep it filled all the way with water and the pump provided works perfect. If the water level drops, so does the pump performance.
