Can I use these to clean my dogs jowls ?

Yes .  I use them regularly on my staffie and to really good effect.  They remove saliva and the dark yeast that can form , particularly on the lower jaw which causes itching. I use one side of the pad on the lower and upper jaws then replace the pad in the container, used side up to get most usage.

can it be used to clean dog's ears ?

To be honest it doesn’t mention ears on the tub. But i carnt see why not as they are small antibacterial wipes. Non alcohol.

Can I use these to clean a cut / scratch on my dogs nose?

You could, but I feel it may sting or be a big ‘harsh’ for the skin. For cuts we clean the area with diluted Hibiscrub (available from Boots) which will be much kinder on their skin, and is still anti bacterial 😊 Just mix up the solution, use a cotton pad to clean the cut and then dab dry with kitchen roll. I’d do this daily until it’s healed up. We tend to save the Duoxo pads for our Bulldogs wrinkles, but only if they get ‘bad’ - any other time though we’ll clean with Hibiscrub.

How many times a day can i use these on my French Bulldog's red raw facial skin folds?

I am not a medical professional in any way so I would not like to say for sure, but I do not think there is a problem using them multiple times in a day, however if your dogs skin is already sore, I would consider limiting use to a couple of times a day. If the skin is raw as you say, it will probably sting and feel uncomfortable for your dog. I have a pug and purchased these for his facial folds too, and I would use them twice a day, cleaning his face each morning and before bed using cotton wool/baby wipes (whatever your usual method) then using one of these medicated pads afterwards, allowing the solution to stay on the skin. In the time in between I would try to keep the area as clean and dry as possible, as any residual moisture will disrupt the health of the skin. 
As a tip, I read that the chlohexidine solution in these pads is most effective if on the skin for a little longer, so holding the pad in place for 20-30 sec if possible may be beneficial. 
I also cut the pads in half, you may find this helpful if you are just using theme in the one small area, and they will last longer. 
This is simply from my own experience, so please get advice from a vet if you’re unsure 😊
