Where can you plug in batttey clips for this device?

You have to purchase them separately and clip them directly to the battery. This product lies and can really only run up 150W without doing this. I do not recommend getting it.

How long does it keep a charge?

The power inverters don't hold a charge as the batteries. They convert electric voltage from 12 V to 110 V

Heating Pad (120v / 180w), cycles off with this device, is it faulty?

The problem you have is that Heating pads are heavy current device at 180w, your inverter is rated at 300w at 50% Duty cycle equivalent to 150W only. You will need at least a 500W inverter so it won't cut out at full power with your heating pad. Get a 500w or 600w inverter to solve your problem.
