Can the container handle a Minnesota winter? I'm worried about cracking or the lid not opening.

No. I live in NJ and while it can get cold, it is nothing like MN and the lid cracked within a year. I reached out to the manufacturer a few weeks ago and still have not heard from them.

How big are the poop bags?

Our standard bags are 11.25" x 8.5" and our new XL bags are 13.25" x 8.5"

I am looking for a waste disposal system that does not require bags. How well does the liner work for raw waste? I would use the bags as well but want

The system is not designed to store raw waste. It is recommended to use our dog poop bags to bag the waste and then store the bagged waste in the PawPail until you can permanently dispose of it. Our DualVent technology eliminates the need for using a liner garbage bag with your PawPail but the poop itself should still be bagged with our bags.

Will this withstand strong winds or storm outdoors?

PawPail is durable and designed to withstand outdoor use, including a large range of temperatures. It will easily hold up to everyday weather conditions. As with any outdoor feature, in cases of extreme wind or hurricane, it should be emptied and then moved to a secure location until the storm passes.
